Based on the Plan for Organizing and Conducting Press Conferences in Ministries, Agencies, Enterprises, Institutions, Organizations, and Executive Authorities of GBAO, Regions, Dushanbe City, and Other Cities and Districts for the First Half of 2025, approved by the Head of the Executive Office of the President of the Republic of Tajikistan, a press conference was held on August 8, 2025, at the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan.
The press conference was attended by Senior Advisor to the Assistant to the President of the Republic of Tajikistan on Legal Issues, Saidzoda I.I., the leadership and heads of departments and units of the Agency’s central office, heads of local and regional subdivisions of the Agency, and representatives of the media.
At the beginning of the event, the Director of the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, Sultonov Sulaimon Said, opened the press conference and presented journalists with information on the Agency’s activities for the first half of 2025.
It was noted that during the reporting period, Agency employees conducted 972 meetings in ministries, agencies, local executive bodies, and urban and rural jamoats to systematically counter corruption factors and actions, as well as to enhance the level of anti-corruption education and awareness among citizens. Additionally, 1,058 cases of administrative offenses related to corruption were identified and reviewed.
As part of the state anti-corruption expertise, 755 draft normative-legal acts were examined, with corruption factors identified in 165 of them. Specific recommendations were provided to address the identified shortcomings.
During the reporting period, 1,868 appeals from individuals and legal entities were considered, with appropriate legal decisions made.
Agency specialists conducted 246 inspections and investigations, revealing financial damage to the state amounting to 624.1 million somoni. Through measures taken, 616 million somoni were recovered, representing 98.7% of the identified damage. Additionally, through further measures related to the recovery of tax arrears, compensation for damages identified in previous years, and accounting for excessively received property, an additional 21.9 million somoni were recovered for the state, totaling 637.9 million somoni.
Furthermore, due to additional measures by the Agency’s law enforcement units, including the imposition of administrative fines, recovery of tax debts, and conducting investigations, 23.7 million somoni were restored to the state budget.
In total, for the first half of 2025, the Agency recovered 661.6 million somoni, of which 267.9 million somoni were transferred directly to the state budget accounts, 384 million somoni to state enterprises, organizations, and institutions, and 9.7 million somoni to non-state organizations and citizens.
The Agency’s law enforcement units identified 1,245 corruption-related, economic, and other crimes within the Agency’s competence, involving 710 individuals. Preliminary investigations were completed for 571 criminal cases involving 528 individuals, which were sent to courts with approved indictments for consideration.
Subsequently, media representatives asked the Agency’s leadership a number of questions, to which precise and satisfactory answers were provided.
