Through operational-search activities, it was determined that Mahsuddinov J.A. worked as a director of LLC “Biloli Jamil” in Vose district, and during his work period, in order to embezzle budget funds, he acted in consultation with citizen Sunnatuloi M.M., and in December 2023, participated in a state procurement competition for the supply of goods and products to the State Enterprise “Dushanbe Sewerage and Waterworks”, as a result of which the company was recognized as the winner of the competition with a bid of 2,267,109 somoni.

At the same time, Mahsuddinov J.A., intending to acquire other people's property, did not perform any specific actions in accordance with the signed contract, cashed out the amount of 1,635,000 somoni transferred to the company's account, took 14% of it, that is, 228,900 somoni, and transferred the remaining funds to the responsible persons of the Company.

Furthermore, in order to conceal their criminal act, Mahsuddinov J.A. and his criminal accomplices prepared and submitted to the Enterprise forged invoices for the alleged delivery of goods and products to the Dushanbe Water and Sewerage Enterprise, as a result of which they caused significant material damage to the state.

In this case, a criminal case was initiated against Mahsuddinov J.A. and others under Articles 245, Part 4, Clause “b” and 340, Part 2, Clause “c” of the Criminal Code of the Republic of Tajikistan, and after the preliminary investigation, the criminal case was sent to the court for consideration on the merits.
