As a result of operational and investigative measures, it was established that Nurmatov J.R., while serving as the head of the investigative department of the Ministry of Internal Affairs of the Republic of Tajikistan in the Mastchoh District, being a public official, committed crimes related to bribery and abuse of official authority during his tenure.

Specifically, in March 2025, following the official receipt of a complaint from citizen Yo.S.Kh. regarding financial dealings with citizen K.O.S., Nurmatov J.R. forwarded the complaint to investigator Badavlatzoda R.Kh. for review. Pursuing illegal profit, Nurmatov J.R., in collusion with Badavlatzoda R.Kh., demanded and received a bribe of 40,000 somoni from citizen K.O.S. in exchange for not initiating a criminal case against the latter.

Furthermore, Nurmatov J.R. continued his criminal activities in a similar manner in three other instances, using other employees of the Mastchoh District Department of Internal Affairs to secure decisions in favor of citizens in cases under investigation, leveraging his official authority. In total, he obtained 137,000 somoni, which he, along with his accomplices, misappropriated and used for personal purposes.

Based on these facts, a criminal case was initiated against Nurmatov J.R. and other involved individuals under Articles 319, Part 3, and 314, Part 1 of the Criminal Code of the Republic of Tajikistan. The criminal case, with an approved indictment, was forwarded to the court for substantive consideration.
